COIN TOSS: Chose ball in 1st half or 2nd half; other team decides direction.
" Every team is guaranteed a minimum of three scheduled games.
" Provide your own ball.
" Fields are approximately 60 yards long x 25 yards wide.
" Games are played in two 14 minute halves, (PRO clock last minute
of game unless a team has a 9 point or more lead) or until one team reaches
a 28 point lead (which ever comes first). There is a change of possession
at halftime.
" No contact. Blocking is not allowed. Any ball that hits the ground
will be ruled dead. No fumbles. No Diving
" The quarterback (player who receives the snap) cannot run. Only
direct handoffs behind the line of scrimmage are allowed. No laterals
at any time.
" All players are eligible to receive passes.
" Rushing - players must start 7 yards beyond the line of scrimmage.
Players not rushing may defend on the line of scrimmage. Once the ball
is handed off the 7 yard rule is no longer in effect and all defenders
are eligible to rush. The referee will designate 7 yards from the line
of scrimmage.
" Passing - QB has 7 seconds to attempt a pass or the play is ruled
dead, loss of down, the ball returns to the line of scrimmage. Once the
ball is handed off the 7second rule is no longer in effect.
" All possessions, except interceptions start at the 5yard line.
You may return interceptions.
" Offense has 3 plays to cross midfield for a first down and then
3 plays to score.
" TD = 6 points; Extra Pt = 1 point (5 yards) or 2 points (12 yards);
Safety = 2 pts; Interceptions returned on extra pt. = 2 pts.
" If the score is tied at the end of 28 minutes, teams move directly
into overtime: each team receives (2) plays from the 12yard line. If a
team scores they get an extra point attempt. If both teams fail to score,
repeat until someone wins.
" The ball is spotted where the ball carrier's belt is when the flag
is pulled; not where the ball is. Both flags and ball must be past the
first down or goal line to gain a touchdown or first down.
" One player is allowed in motion at a time.
" Player must have one foot in-bounds when making a catch (the first
foot that hits the ground).
" If a player's flag 'falls off' he is not down. The defender must
touch him from the shoulders down. If the ref. believes he was touched,
he is down there. If a player starts without a flag he is down where he
touches the ball.
" No quick snaps, referees must be set and ready.
" Cleats are allowed but must be rubber. No metal baseball spikes
are allowed. Inspection will be made on the field.
" No pockets, jewelry, hats, or glasses (except prescription). MOUTH
PIECES are MANDATORY.
" Shirts must be tucked in.
" Flags must be adjusted to each side of hips and flag clips must
be protruding away from the body. Each team will get one warning for this
and then an unsportsmanlike penalty will be assessed.
" Each team has one-60 second time out per game. Play clock starts
right after time-out ends. 25 second play clock: starts when pucks are
set.
" Within 5 yards of end zone & first down line is a "no
run zone." This includes all passes behind the line of scrimmage.
" No player changes will be accepted after the first scheduled game.
PENALTIES
" All penalties are assessed from the original line of scrimmage.
" Offensive penalties = 10 yards and loss of down.
" Defensive penalties = 10 yards and automatic first down.
" Flagrant contact or unsportsmanlike acts will not be tolerated.
Offending players can be ejected from the tournament.
" Only team captains may ask the referee questions about rule clarification
and interpretations. Players cannot question judgment calls.
" Trash talking is illegal. If trash talking occurs the referee can
eject the player from the game.
" Holding or interfering with the interceptor after an interception
during an extra point attempt is automatic 2 points for the team who intercepted
the ball.
" "Flag Throwing" rule: Deliberately throwing a pulled
flag away from the opponent in the last 1 minute of the game will stop
the clock, result in a 10 yard penalty & a 1st down.
" "Break Away Rule": After a catch, tackling, holding,
or pushing out of bounds without an attempt to de-flag the receiver will
result in a 10 yard penalty or half the distance tacked on to the end
of the play & a 1st down.
" QB can jump to throw a pass even if an attempt is being made to
de-flag him/her; although the QB must release the ball or flag guarding
penalty will result.
